หนังสือประมวลประสบการณ์ชุมชนน้ำโขง

หนังสือ "ประมวลประสบการณ์ กระบวนการฟื้นฟูตามธรรมชาติ การฟื้นฟูนิเวศและทรัพยากรประมง ของชุมชนลุ่มน้ำโขง" เกิดขึ้นได้ท่ามกลางวิกฤติปัญหาความเสื่อมโทรมของระบบนิเวศแม่น้ำโขง หลายชุมชนได้นำเสนอปัญหาและเรียกร้องให้ทั้งหน่วยงานภายในประเทศและภูมิภาค เข้ามาแก้ไขปัญหาในเชิงนโยบาย เพื่อยุติการสร้างเขื่อนไฟฟ้าพลังน้ำ และการเยียวยาผลกระทบที่เกิดขึ้นกับชุมชนและระบบนิเวศ อย่างไรก็ตามการแก้ปัญหาเชิงนโยบายระหว่างประเทศยังคงทำได้ยาก  เนื่องจากเป็นผลมาจากการบริหารจัดการน้ำในเขื่อนของจีน และสปป.ลาว ดังนั้นควบคู่กับวิกฤติการณ์นี้ ชุมชนจึงดำเนินการอย่างเต็มที่เท่าที่ศักยภาพจะเอื้ออำนวย เพื่อให้สามารถรักษาและฟื้นฟูระบบนิเวศแม่น้ำโขงไว้ให้ได้ และเพื่อเป็นต้นแบบในการดูแลและใช้ชีวิตร่วมไปกับความหลากหลายทางชีวภาพ ทั้งด้านพันธุ์พืช พันธุ์สัตว์ และด้านความมั่นคงทางอาหาร เพื่อให้คนในชุมชนได้ประโยชน์ร่วมกันดังที่เคยเป็นมา ด้วยภูมิปัญญา วิถีชีวิต และความใกล้ชิตกับแม่น้ำโขงทุกลมหายใจเข้าออก ชุมชนจึงสังเกตเห็นถึงรูปแบบเฉพาะตัวในการเกิดใหม่ของกล้าไม้ธรรมชาติ เช่น ต้นอ่อนไคร้น้ำ, ไคร้นุ่น เกิดบริเวณแนวตลิ่งในระดับต่ำ และบริเวณรอบบุ่ง ซึ่งเป็นผลจากการขยายพันธุ์ตามธรรมชาติของพันธุ์ไม้ต่าง ๆ ที่เมล็ดได้ลอยตามน้ำมาเกิดขึ้นในพื้นที่ที่เหมาะแก่การเจริญเติบโต ซึ่งขณะเดียวกับในห้วงเวลาที่ระบบนิเวศโดยรวมเกิดวิกฤต นิเวศของแม่น้ำโขงทั้งสายก็ได้มีกระบวนการฟื้นฟูตัวเองตามธรรมชาติอย่างต่อเนื่องและเป็นระบบ ปรากฏการณ์นี้เป็นจุดตั้งต้นให้ชุมชนเห็นร่วมกันว่า ชุมชนสามารถเป็นตัวแปรหนึ่งในนิเวศที่ช่วยคงกระบวนการเยียวยาตามธรรมชาตินี้ไว้ได้ เพื่อช่วยรักษาและเติมเต็มระบบนิเวศให้กลับมาสมบูรณ์เท่าที่จะทำได้อีกครั้ง การทำงานหนักของชุมชนดังกล่าวจึงเกิดขึ้นเป็นหนังสือประมวลประสบการณ์เล่มนี้ ที่ชุมชนได้ดำเนินกิจกรรมฟื้นฟูและรักษาระบบนิเวศมีทั้งชุมชนในแม่น้ำโขงสายหลักและลำน้ำสาขา แบ่งเป็น 2 กิจกรรมใหญ่ คือ  1. การฟื้นฟูระบบนิเวศ เช่น การปล่อยลูกปลา การปลูกกล้าไม้ท้องถิ่น ฯลฯ  ชุมชนย้ายกล้าไม้ธรรมชาติมาปลูกริมหนองขา พื้นที่บ้านสามผง จ.นครพนม สร้างและเติมแหล่งอาหารอาหารจากวัสดุธรรมชาติ เช่นแพลงตอน …
